Terry Torrens, OUC’s Senior Legislative Representative, was recognized on Tuesday, June 30 with a national award from the American Public Power Association for her longstanding commitment to advancing public power and the communities it serves.
Terry received the Harold Kramer-John Preston Personal Service Award during APPA’s National Conference in Boston, Massachusetts. The annual award recognizes individuals whose service and leadership have strengthened public power and supported APPA’s member utilities nationwide.
Through her work, Terry helps ensure OUC has a strong voice in legislative and regulatory discussions that directly impact the customers and communities we serve. Throughout her career, she has championed key public power priorities at the federal, state and local levels, represented the industry at APPA’s Legislative Rally and served as a voting delegate to the APPA Legislative & Resolutions Committee and the annual Association Business meeting.
Her advocacy has contributed to legislative efforts that strengthen public power utilities and the communities that depend on them, including reforms to improve FEMA disaster recovery reimbursement for utilities responding to major storms and emergencies.
Closer to home, Terry helped lead the successful effort to secure a 10-year extension of an interlocal agreement that ensures OUC can continue to provide reliable electric service to the city of St. Cloud, reinforcing OUC’s long-term commitment to the customers and communities it serves.
Terry’s recognition reflects not only her dedication to public power, but also OUC’s commitment to advocating for policies that strengthen reliability, resiliency and service for our customers. OUC congratulates Terry on this well-deserved honor!
